Tom Sleigh
Councillor, lead on Planning
A local resident and worker, Tom was first elected for Bishopsgate in 2013 and has served the ward continuously since.
In May 2025 he was elected Chair of the City of London Corporation’s Planning and Transportation Committee and Planning Applications Sub-Committee, leading the City’s planning function at a pivotal moment for the Square Mile as the City Plan 2040 moves towards adoption.
Within the City, Tom previously chaired the Barbican Centre, where he launched the £191m Barbican Renewal programme to renovate one of Europe’s largest performing arts venues, streamlined board governance, and drove an overhaul of the Centre’s Equity, Diversity and Inclusion policies. He has also chaired the City’s Investment Committee, overseeing a multi-billion-pound real estate portfolio, and the Property Investment Board, freeholder for around a quarter of the Square Mile.
In February 2023, Tom was part of a City of London Corporation and London Chamber of Commerce delegation to Ukraine, one year into the full-scale Russian invasion. He met senior political and cultural figures including the Governor of the Lviv region and the Deputy Mayor of Kyiv, lobbying the UK Government and insurance industry to improve cover for UK goods and services flowing to Ukraine, and to support the Ukrainian economy.
Beyond the City, Tom is Chair of Council at Goldsmiths, University of London; Chair of Trustees at Norwich Theatre; Chair of the Southbank Employers’ Group; Co-Chair of the Mayor of London’s Cultural Leadership Board; and a Non-Executive Director of the Houses of Parliament Restoration and Renewal Delivery Authority.
He is a Cambridge graduate and Fulbright Scholar at Harvard.
